    For those of you who have come to make OBATS an annual tradition, the format will be similar to last year and will include timely and relevant working sessions facilitated by industry veterans.

    Dr. Andrew Shepherd, Sinclair College

    Dr. Andrew Shepherd serves as the Executive Director and Chief Scientist for Unmanned Aerial Systems at Sinclair College in Dayton, Ohio. With experience in the defense industry and academia focused on modeling and simulation, research, course development, accreditation, instruction, and mentorship, Shepherd offers extensive knowledge in many areas of technology, higher education, and workforce training and development. He serves as the Managing Editor for the Journal of Unmanned Aerial Systems, an Editorial Advisory Board Member for the Two Cultures Journal, and as a Board Member for the Aviation Trail, a non-profit corporation in partnership with the National Park Service to promote Aviation Heritage in the Dayton region. Named to both Dayton’s top 40 Under 40 in 2014 and top 100 Defense and Aerospace Professionals by the Dayton Business Journal in 2014 and 2017, Shepherd is an active member of his community and broader aerospace industry.

    Session: UAS Business Applications, Regulatory Compliance and Safety Initiatives

    Session description

    Unmanned Aerial Systems (UAS), commonly known as drones, are quickly becoming an indispensable resource to a variety of commercial and civil purposes. This session will provide an overview of UAS technologies and applications followed by an exploration of opportunities for their use and review of the major points of Federal Aviation Administration UAS regulations. The session will conclude with an overview of recent applied research and commercialization activities conducted by Sinclair College for federal, state, and local partners and a brief introduction to the college’s National UAS Training and Certification Center facilities and capabilities.



    Joseph Nardone, Columbus Regional Airport Authority

    Joe is the President & Chief Executive Officer of the Columbus Regional Airport Authority which operates John Glenn International, Rickenbacker International and Bolton Field airports in Columbus, Ohio, USA. As President & CEO, Joe oversees the strategic operation and management CRAA’s three airports and is tasked with advancing air service development and creating strong partnerships to benefit the Columbus Region. Joe most recently served as CEO of Wayne County Airport Authority, an independent governmental entity that manages and operates Detroit Metropolitan Wayne County Airport and Willow Run Airport, Michigan’s busiest airport system and one of the world’s leading air transportation hubs. Joe earned a Bachelor of Arts from Michigan State University and is a certified member of the American Association of Airport Executives.

    Session: Columbus Regional Airport Authority Updates

    Session description

    The session will consist of an update on Columbus Regional Airport Authority airports, followed by a Q&A session.

    Mitchell Launius, 30 West International Procedures

    Mitch has spent 34 years in the cockpit and has acquired over 13,000 hours of flight time globally. Most of Mitch’s flight time comes from 9000 hours in Challenger and Gulfstream aircraft. The remaining flight time is divided between King Air’s and Bell helicopters. Mitch has a Bachelor’s Degree from Embry Riddle Aeronautical University and has participated in postgraduate studies in Aviation Safety. He is an experienced safety officer and was also an IS-BAO project manager for a Fortune 500 flight department. He has a passion for instructing and he joined Dave Stohr and the Air Training International team in early 2012. Mitch launched 30West IP in 2017 as ATI ceased live training and used the transition to create new courseware and personalize his operational approach. He has presented on Safety and Operations topics at the NBAA International Operators Conference, the Canadian Business Aviation Association Convention and the International Society of Safety Professionals Conference. Mitch is currently on the NBAA International Operators Committee and serves as the North Atlantic Regional Lead. He also works with the NBAA representing GA interest on a FAA working group on international tabletop discussions and LOA processing.

    Session: FANS and International Procedures for Business Aviation Pilots

    Session description 
    Compliance with the rapidly changing regulatory requirements that apply to both oceanic and domestic datalink and to North Atlantic Performance Based Communications and Surveillance have challenged the operations of the Business Aviation community.  Mitch from 30 West IP will discuss these effects on General Aviation operations and what challenges and technology changes that operators can expect to see over the next two years.  We will look at specific aircraft equipage and compliance as well as the latest on FMS Latency Timer operations.  We will tie these topics into how FAA international operator tabletop examinations are conducted and what to expect when preparing for one. Come prepared to ask questions!

    Chris Young, Baldwin Aviation

    Chris brings with him 25 years of aviation and leadership experience from the U.S. Navy, air medical segment, aircraft manufacturing industry, aviation safety and technical publication sectors with over 2900 flight hours as a pilot. As a SH-60B SEAHAWK instructor pilot for the U.S. Navy, Chris filled critical roles including the Naval Air Training and Operating Procedures Standardization (NATOPS) Officer and SAR Standardization Evaluator. He has flown numerous hours as a Helicopter Air Ambulance (HAA) Captain transporting critically injured patients in a demanding and dynamic environment. While at Sikorsky Aircraft Corporation, Chris was a key manager in the development of Sikorsky Aircraft’s Safety Management System (SMS). He performed numerous compliance audits, developed a comprehensive Human Factors curriculum, led his department’s continuous improvement program initiatives and conducted aircraft incident investigations. In his role as the Vice President of Helicopter Aviation Services at Aviation Research Group [ARGUS], Chris understood the unique complexities that helicopter operators face when implementing a SMS. He offered practical guidance on conducting safety and quality analyses, hazard assessments, incident investigations, compliance evaluations as well as change management processes. Most recently, while the Director of Sales at Flatirons Jouve, Chris led aggressive software sales, services and business development initiatives for aerospace technical publication and content management solutions in new markets. As a member of the US Helicopter Safety Team (USHST) and the Commission on Accreditation of Medical Transport Systems (CAMTS) Aviation & Safety Advisory Committee, Mr. Young works with other industry and government subject matter experts to help find effective solutions and advise operators how to better implement and support proactive SMS programs in hopes of reducing the worldwide helicopter accident rate.

    Session: Converting Complexity to Simplicity

    Session description

    For almost 20 years, much work has been accomplished in the aviation industry to promote the implementation of Safety Management System (SMS).  Its understanding and acceptance have been slow to take hold among the General Aviation segment, but it has clearly been a meaningful contributor to the improved safety record of air carriers worldwide.  Having worked with numerous operators I often see a weakness with how organizations manage the information regarding their safety performance.  In an increasingly complex aviation environment organizations must effectively understand the data that they receive and form a more simplistic approach to how it is analyzed and acted upon.  With larger volumes of information being collected from multiple sources, the operator is challenged to sift through the available data and find the essential points that can help identify the gaps or vulnerabilities.  Through a more proactive methodology organizations can simplify the way they conduct their analysis, direct root cause investigations and implement corrective actions that yield safer performance outcomes.
